The ministry of civil affairs of the people's republic of china has recently held a meeting for the discussion of Blue Sky Plan and Sunset Glow Plan, which emphasize on the construction of children's welfare institutions and the construction of childless elderly people welfare institutions respectively. On the meeting, the detailed arrangements and plans was discussed to carry out the blue sky plan and sunset glow plan. It indicates that these two plans will kick off this year. In the following 5 years, the ministry of civil affairs will spend the public welfare fund of over RMB1.5 billion to execute these two plans.
The Blue Sky Plan and Sunset Glow Plan are two main public service projects taken by the Ministry of the Civil Affairs after they have smoothly carried out the Tomorrow Plan and Star Plan. During the Eleventh Five-Year Plan Period, the Ministry of Civil Affair will combine the lottery public welfare fund and the local government's fund. Firstly, the fund will be used to execute the Blue Sky Plan, with the investment of the local government and public welfare fund left by the Ministry of Civil Affairs as the main input.The ministry will spend RMB200 million every year to improve the city construction on the children's welfare institution for education and clinical recovery. Secondly, the fund will be used to execute the Sunset Glow Plan, from the central government to the local government, a total amount of RMB 5 billion will be spend within five years, among them the ministry of central government will arrange at least RMB100million, to sponsor the construction of the installation of childless elderly people, so as to ensure the living problems of the them will be solved at the end of the Eleventh Five-Year Plan period.
