
Elderly meal assistance services are a practical livelihood matter concerning the daily lives of older adults. Since 2023, the Municipal Civil Affairs Bureau has conducted an annual quality monitoring of community senior canteens citywide. The 2026 monitoring work was launched in April and completed all on-site inspections and result compilation by the end of June. This monitoring covered 347 senior canteens across the city; community senior canteens that do not have dine-in functions or have an actual service period of less than three months were not included in the monitoring scope.
This monitoring is based on the standardized operation of canteens and the actual dining needs of older adults, and is carried out across eight major dimensions: setup requirements, dining environment, dish management, meal provision services, safety management, meal assistance services, communication and feedback, and special services, striving to cover the full range of elderly meal assistance service scenarios. This year’s monitoring places emphasis on strengthening food safety control and optimizing and refining the precision and professionalism of relevant indicators. At the same time, in coordination with market regulation departments, full-coverage random inspections of food safety are carried out, with multiple departments working together to tightly weave a food safety protection net for elderly meal assistance.

Monitoring results show that this year, community senior canteens across the city are generally at a ‘good’ level. Among them, 81 community senior canteens performed excellently and were rated ‘excellent’. Community senior canteens rated ‘excellent’ in 2025 will be exempt from spot checks this year, and the list of canteens that maintained the ‘excellent’ rating is also announced. Next, based on the results of this round of monitoring, the municipal civil affairs department will provide each district with a report on issues found in the service quality monitoring of senior canteens, guide and urge rectification and improvement, and continue to promote the quality and capacity enhancement of community senior canteens.
