In the next five years, efforts will focus on optimizing the industrial structure, coordinating the transformation and upgrading of traditional industries, nurturing and expanding emerging industries, and making forward-looking arrangements for future industries, while maintaining and developing a complete industrial system. Accelerate the development ofintegrated circuits, aerospace, biomedicine, low-altitude economy, new energy storage, and intelligent robotsand other emerging pillar industries, and promotequantum technology, biomanufacturing, hydrogen energy and nuclear fusion energy, brain-computer interfaces, embodied intelligence, and sixth-generation mobile communications (6G)Emerging industries such as these will become new economic growth drivers.
Accelerate the cultivation of major application scenarios such as “5G+”, “AI+”, “Robot+”, “Industrial Internet+”, and “BeiDou+”.
Focus on scenario cultivation and promote the large-scale application of new technologies, new products, and new scenarios to gain momentum. Carry out demonstration projects for the large-scale application of new technologies, new products, and new scenarios in the manufacturing industry.Accelerate the cultivation of major application scenarios such as “5G+”, “AI+”, “Robot+”, “Industrial Internet+”, and “BeiDou+”., improve mechanisms such as the selection of landmark projects, the release of lists of new technologies, new products, and new scenarios, and the matching of supply and demand, and jointly promote the testing, verification, and iterative upgrading of innovative achievements in real scenarios.Promote the industrialization and large-scale application of related fields.

6G will be a top priority during the ’15th Five-Year Plan’ period. We will accelerate breakthroughs in core 6G technologies, continue 6G technology trials and standards development, promote the maturity of the 6G industry and ecosystem building, and prepare for 6G commercialization. On the demand side, we will deepen application empowerment,promote the large-scale application of technologies such as 5G and the industrial internet in manufacturing, energy, healthcare, culture and tourism, and other fields, accelerate the innovative development of ‘AI + information and communication’, cultivate new models of digital consumption, and enable information and communication technologies to integrate into workshop production lines, reach deep into mines, and brighten people’s lives.
Promote the application of consumer electronic products in scenarios such as education and training, home-based elderly care, and sports and health
and continuously enrich product application scenarios. In collaboration with relevant departments,promote the application of consumer electronic products in scenarios such as education and training, home-based elderly care, and sports and health, continuously collect typical cases of audiovisual systems and smart sports, and accelerate the integrated development of consumer electronic products with vertical fields.Innovate diversified consumer scenarios. Support display technology in creating greater value in digital cultural tourism, smart healthcare, education and training, and other fields.
Create a batch of ‘off-the-shelf’ material products that can be used immediately, making advanced materials the most dynamic ‘growth pole’ of the raw materials industry
● Seize the important opportunity of artificial intelligence leading the transformation of scientific research paradigms,create a batch of ‘off-the-shelf’ material products that can be used immediately, forming a virtuous cycle of ‘one generation of materials, one generation of equipment, one generation of industry’,making advanced materials the most dynamic ‘growth pole’ of the raw materials industry.
● Addressing the practical needs of strategic fields, we will build an innovation model led by enterprises with deep integration of industry, academia, research, and application,implement major national science and technology projects, accelerate innovation breakthroughs, implement first-batch insurance compensation policies, and improve key platforms for new materials. The core purpose is to remove the ‘last mile’ obstacles in the transformation of achievements,so that innovative results can move faster from the laboratory to production lines and into people’s homes.
To give a concrete example, the foldable-screen phones many people use today can bend repeatedly thanks to breakthroughs in ultra-thin flexible glass and film products. At present, domestically produced ultra-thin flexible glass has achieved mass production at 30 microns, only one-quarter the thickness of an A4 sheet of paper, and the latest film products now cover the 4-micron level. We believe that“during the 15th Five-Year Plan period, more such ‘good materials’ will become ‘good products,’ entering thousands of households and serving people’s daily needs in clothing, food, housing, and transportation.

From an application perspective, artificial intelligence has basically penetrated the entire chain including R&D design, production manufacturing, quality inspection and operations, accelerating the industry’s intelligent transformation and upgrade. In terms of application, the focus is on exploring implementation scenarios. High-value scenarios are refined by industry,exploring a new scenario cultivation model of ‘one industry, one map; one scenario, one archive’. Implement a special action to cultivate application service providers, fully mining and organizing the ‘old experience’ accumulated by the manufacturing industry over the years, and on this basislaunch a batch of lightweight, low-cost, and easy-to-deploy industry solutions, so that enterprises can truly use them, afford them, and use them well.
